Introduction to Public Administration: Introduction, objectives, meaning and definition, public and private administration, hierarchy, foundation of the organization, political responsibilities of the chief executive, administrative responsibilities of the chief executive, advantages and disadvantages of additional agencies.
Public administration and Ethics: Philosophy and ontology as the foundation for ethics, epistemology and psychology as roots of ethics, the focus of ethics is human action, the morality of human action, duties to other human beings, social ethics- our right and duties as members of society.
Financial Management in Public Administration: Introduction, objectives, meaning and nature of financial administration, budget and its types, different principles of budget, implementation of the budgetary, public borrowings, public revenue.
Organization structure and Management Public: Introduction, the budget: types, preparation and implementation of budget, public policy in India – economic liberalization model, training and development, employee morale.
Administrative Law and Constitutional Framework: Administrative & constitutional law, administrative discretion & judicial control, constitution and independence of judiciary, liability of administration in contracts and torts, lokpal and lokayukta – an Indian ombudsman, fundamentals of departmental proceedings, amendment of the Indian constitution, fundamental duties in India.
